The Planning Department controls the growth and development of land and the City in general through the use of design and the implementation of zoning ordinances and building codes. The Planning Department monitors the growth of the city through housing construction, business developments and land use patterns.
The Planning Department is divided into four divisions which work closely together through planning process and implementation necessary to facilitate growth of the City's residential, commercial, recreational and industrial areas.

Blight Division
The Blight Division is responsible for enforcement of Chapter 22, Environment, Article II, Blight of the Code of Ordinances for the City of Port Huron (see link below). If you see an issue in the City which would be addressed through the blight ordinance, you can call the Bureau of Information and Complaint, 24-hours a day, seven days a week, at (810) 984-9724. A report will be sent to the code enforcement inspector who will investigate the complaint and take appropriate action to mitigate the situation.

The function of this division is to insure funds received by the City from the Community Development Block Grant (CDBG) program of the Department of Housing and Urban Development (HUD) are used for programs and services which benefit low- to moderate-income residents. For the 2009/2010 funding cycle, the funds have been allocated for phases of the Combined Sewer Overflow project which are located in areas of the City which meet the low- to moderate-income criteria.
Programs:
Urban Pioneer Program – Down Payment Assistance for Buying a home. Applicants must qualify as low or moderate income; home must be in the City of Port Huron; must be willing to participate in 8 hours of pre-purchase counseling; must qualify for a mortgage through a local lender; must have at least 3% into the transaction.

Flood Maps
The Federal Emergency Management Agency (FEMA) has updated the Flood Insurance Rate Maps (FIRMs) for St. Clair County and the City of Port Huron. The maps are effective May 3, 2010. These maps denote the Special Flood Hazard Areas (SFHA) that have a 1% annual chance of flooding. See Details
